If the purchase contract states that the seller is paying for the hazard report and a buyer's home warranty, who is responsible actually ordering them?

Yes, if the have a Realtor their Realtor should take care of it because that is what he or she is pay to do. if it's a FSBO deal, then the seller need to do it himself.
